Work in close collaboration with the Director of Practice Management and Delivery Systems Policy and APA Components that focus on digital health. The position provides leadership around digital health matters as APAs point of contact, acts as liaison to a number of committees, governing agencies and bodies, and various APA Components and is responsible for proactively monitoring science, practice, and policy covering the full spectrum of digital health, including privacy and security, data blocking, e-prescribing, etc. The position will also manage all activities of APAs non-Component APA App Advisor Expert Panel. The position will also review, respond, and develop digital health products.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Regulatory, Partnership, and Advocacy Activities
Monitor regulatory and legislative activities around digital health at the national and state-level and prioritize findings for the Association, including district branches
Regularly update the Director of Practice Management and Delivery Systems Policy of these activities and work cross-functionally with other APA Administration departments, as needed, to respond to national digital health issues as applicable
Collaborate with APAs Department of Government Relations, and serve as an expert resource to other APA entities (e.g., District Branches; Area Councils; APA Foundation) on all digital health for state and federal advocacy purposes
Provide strategic direction and represent APAs interests to external stakeholders around digital health with organizations via in-person presentations and webinar, including, but not limited to:
the Office of the National Coordinator for Health Information Technology (ONC)
the Center for Medicaid and Medicare Services (CMS)
Physicians Electronic Health Record Coalition (PEHRC)
the American Medical Associations Digital Health Coalition
Health Level Seven International (HL7)
the American Telemedicine Association
Logical Observation Identifiers Names and Codes (LOINC) Organization
SNOMED CT International Codes Organization
the Food and Drug Administration (FDA)

Collaborate with stakeholders on activities to ensure APAs interests in digital health are represented and adopted to the greatest extent possible.
Serve as liaison to APAs digital health commercial interests and vendors, including, but not limited to:
those pertaining to electronic clinical decision support
mobile mental health applications
electronic health records
telemedicine solutions
electronic prescribing
artificial intelligence
Set strategic direction for APA regarding digital health product reviews/evaluation, development, or endorsement for the use of digital technology solutions in clinical practice policy solutions and for reimbursement considerations in digital health
Ensure that senior leadership has timely, and accessible information related to digital health and innovation in psychiatry
Component, Staffing, and Project/Program Management Activities
Serve as administration liaison and project manager to CMHIT; the Committee on Telepsychiatry; the Mobile Mental Health Apps Work Group within CMHIT and coordinate efforts between this group and APA App Advisor; any ad hoc work groups, as needed such as Innovation and Access in Psychiatry Work Group and Clinical Decision Support Work Group) on activities involving:
working with chairs to develop agenda
developing/editing timetables for activities and deliverables
scheduling conference calls and meetings at national conferences
moderating or otherwise participating in various meetings
recording and distributing meeting minutes
working with APA Administration to otherwise publish or disseminate through relevant communications channels the work of these components
develop cross-collaborative initiatives between all components related to digital health
Develop and project manage APA App Advisor Expert Panel
Initiate and contribute to research efforts within psychiatric digital health
Work with the APA Practice Guidelines project to ensure recommendations are compatible with electronic implementation for potential electronic clinical decision support (eCDS) projects within EHRs or mHealth
Participate in the EHR and HIT aspects of development and implementation of an APA patient registry, including technical, regulatory, commercial, or other guidance, as needed
Product/Content Development
Develop educational content for APA membership in the form of publicly available resources or those for the purposes of Continuing Medical Education, including:
resources to aid the small practice psychiatrist in EHR selection,
resources on implementation and policy guidance on mandated electronic prescribing
Oversee the development of materials for the Telepsychiatry Toolkit, including videos, blog, and vlog
HIT HIPAA resources, including both the Security, Privacy, and Breach Notification Rules
Payment Reform Toolkit
news articles; webinars
Publish articles via APA communications and disseminate to membership
Respond to inquiries from APA members, district branches, other health care organizations, NGOs, government agencies, and APA staff on digital mental health-related questions and use this information to identify and develop FAQ resources for members and staff
Other duties as assigned
REQUIRED SKILLS, EXPERIENCE, AND QUALIFICATIONS
Masters degree in medical informatics, psychology, public health or public policy
Knowledge of the full spectrum of digital health practice, research, and policy issues and solutions in mental health, including electronic health records, telemedicine, mHealth, and artificial intelligence (including electronic clinical decision support)
Expert knowledge of the HIT/EHR marketplace and the national HIT enterprise (e.g. ONC, Medicare EHR Incentive program, etc.)
Excellent oral and written communication skills and ability to positively represent the association to membership and professional groups
Knowledge of psychiatric disorders or treatments
Hands-on experience implementing and using HIT preferred
Experience with patient registries preferred
