The Intermountain Section (the Section) is a part of the American Water Works Association (AWWA or the Association) and serves the Utah and eastern Idaho areas. The Section’s mission is to lead, educate and serve the water community to provide effective solutions and ensure public health. The Section is seeking proposals from entities or individuals interested in providing organization management services in the capacity of Section Service Manager. The Section Service Manager will work with section members and the Board of Directors and join an outstanding group of professionals dedicated to our mission.
The Section Service Manager will be responsible for operations of the Intermountain Section of AWWA and reports to the Section Board of Trustees and Executive Committee and under the general supervision of the Section Chair. The Manager will frequently interact with the volunteer committees, and membership at large. The duties of this contracted position include, but are not limited to the following:
- Manage the Section’s Your Membership (YM) database (Which contains member data owned by and provided by AWWA);
- Coordinate and distribute professional development Continuing Education Units (CEU’s) to the membership.
- Manage Section’s web page, communications (social media, print and electronic), and records;
- Manage day-to-day operation of the Section including maintaining equipment and supplies;
- Support the Section Chair and the Board of Directors in developing and executing annual business plans and budgets, budgeting and financial reporting, contract negotiation and assist the Treasurer;
- Attend meetings of the Board (virtual and in person). Attend committee meetings as directed (virtual and in person).
- Coordinate travel and lodging where necessary;
- Coordinate and communicate with section members and the volunteers that serve in section committees and councils;
- Coordinate with the AWWA to ensure the Section’s compliance with the Association’s directives and initiatives;
- Track and manage Section affairs to ensure timely deliverables;
- Oversees membership outreach and support;
- Facilitate and coordinate water sector educational programs;
- Assist committees to; plan, promote, and facilitate section events and meetings;
- Assist in section conferences, training sessions, tours, etc.; and
- Assist in the development and implementation of Section policies and procedures.
In addition to helping organize, hold and attend the Section’s Annual and Mid-Year conferences, as well as Section sponsored events as directed, The Manager will also attend the following Association training and events and represent the Section. Travel and Lodging will be paid by the Section:
- Summer Workshop in Denver, Colorado. Typically in July
- Regional Meeting of Section Officers (RMSO). Location varies, typically in August
- AWWA ACE national conference. Location varies, typically in June
The Section intends to enter into a Contract or Professional Services Agreement with the selected Section Service Manager for providing the organization management services described above. We anticipate the role of the contracted Section Service Manager to take an average of 30 hours per week. Some weeks will require less time and others will require more, particularly leading up to conferences. The contracted Section Service Manager will not receive fringe benefits (e.g., paid health insurance, sick leave, vacation, retirement benefits, workman’s compensation, etc.) from the Section. AWWA is comprised of 43 Sections, which are geographic components that are separately incorporated 501(c)(3) nonprofits. Membership in AWWA automatically provides membership in the local Section. Membership cannot be obtained in the Section only. Though separately incorporated, each Section is affiliated with the Association through a number of legal, financial, and structural ways.
About Intermountain Section, AWWA
The Intermountain Section of AWWA (the Section) was established in 1952 and covers the geographic areas of Utah and southeastern Idaho. The Section is a 501(c)(3) non-profit organization that provides local training and member engagement opportunities for over 650 members. The Section hosts two annual conferences: the Midyear Conference, which is a one-day conference that focuses on the front-line water experts and the Annual Conference, which is a multi-day conference that provides the opportunity for the presentation of a wider variety of topics such as management, case studies, and outreach. Additionally, the 20 individual committees host trainings and briefings throughout the year. For many members, the Section is the primary way they interact with the Association.

LEADERSHIP STRUCTURE
The Intermountain Section of AWWA is governed by an elected Board of Directors. The seven-member Executive Committee is a subset of the board and execute Section business in between Board meetings. . Positions within the Executive Committee rotate on an annual basis over a six-year term beginning with Second Trustee, then First Trustee, Vice Chair, Chair Elect, Chair and finally Past Chair. The Board of Directors oversee the Section’s committees. In addition, membership of the Section also elects an AWWA Director for a three-year term. Experience/Qualifications/Competencies
The ideal candidate will have experience in non-profit organization management or trade association work and proven familiarity with matters relating to the water sector as well as UT and ID rules and regulations. The candidate must demonstrate support and passion for the Section’s mission in a professional manner. Residency within the Section is preferred.
Experience: Minimum 3 years of experience in association or non-profit management preferred (including board service), volunteer management, educational program implementation, experience planning events, and policy advocacy. Experience or knowledge related to the water sector is preferred.
An equivalent combination of education, training, and experience from which a comparable knowledge and abilities may be considered.

- Ability to adapt to rotating Board and Chair annually, while still implementing action plans, making decisions and setting priorities.
- Experience in communicating and working in a volunteer environment with a membership-elected Board.
- Detail-oriented with strong organizational skills.
- Ability to motivate and encourage volunteers to accomplish assigned tasks.
- Self-motivated with the ability to work independently and with frequent time-sensitive demands, utilizing professional time management and planning skills.
- Good verbal, written and communication skills and an ability to communicate tactfully and effectively both orally and in writing to varied groups or individuals.
- Ability to maintain professionalism with an excellent customer service attitude.
- Ability to establish and maintain effective working relationships with staff, contractors, Board members, volunteers, the membership at large, state agencies and elected officials from local, state, and federal governments.
- Analytical skills with demonstrated skills in critical thinking, attention to detail, ability to conduct needs assessment, implement new programs, evaluate and analyze existing program effectiveness.
- Excellent skills in coordination and collaboration, managing disagreement or conflict, problem-solving, and ability to manage changing priorities.
- Experience using MS Office Suite applications, social media platforms, content management websites, graphic design applications.
- Skilled in adapting to changes associated with a Telework environment.
- Proficient with technology, equipment, and software related to various forms of virtual meetings and webinars.
- Either educational or on-the-job knowledge of environmental sciences, water utility operations, and/or water operator certifications.
