Consistent with the mission, vision and values of National League of Cities, support the successful design, outreach, and administration of programs and initiatives within the Institute for Youth, Education and Families’  economic opportunity and financial empowerment (EOFE) team.  Serve as a key liaison, content resource and navigator to member cities on issues specific to economic inclusion and mobility, equitable fines and fees reform, and racial wealth equity.

COVID VACCINATION REQUIREMENTS  

NLC cares about everyone’s safety and is often in public events.  For this reason, we do require employees to be both vaccinated and receive updated booster in accordance with CDC guidance.  Providing associated documentation will be a part of the onboarding process.

1. Program Administration
   • Provide technical assistance and respond to information requests from NLC member cities, and other interested parties on issues related fines and fees reform, financial empowerment, and economic opportunity. 
   • Plan, organize, and lead virtual and in-person convenings, webinars, and site visits in collaboration with economic opportunity and financial empowerment team on topics related to economic opportunity and financial empowerment, and specifically those related to the Cities Addressing Fines and Fees Equitably (CAFFE) initiative.
   • Develop reports, city strategy documents, tools and resources that highlight content specific to city efforts in topics described above.
   • Maintain partnerships with a variety of organizations working in the field.  Identify opportunities to draw upon these partnerships in order to broaden the array of resources available to support cities participating in technical assistance projects and other cities that seek assistance.
   • Provide excellent member service and build relationships with city officials and city staff involved with EOFE and other NLC efforts.
2. Grant Fulfillment
   • Coordinate and drive the fulfillment of grant requirements in assigned projects according to established deadlines in collaboration with EOFE program team members, other departments, and outside stakeholders as required.
   • Develop timelines in consultation with the economic opportunity and financial empowerment director and program director for program team members to prepare and submit documentation, results, and other deliverables to meet grant requirements and deadlines.
3. Program Outreach
   • Plan and implement meetings and events in program area technical assistance projects, including the fines and fees initiative and the racial wealth divide project under the direction of the program leadership.  Design and develop content; select and secure speakers; create agendas; and provide input to EOFE director and YEF meeting planners.
   • Represent NLC at national, regional, and state conferences and meetings focused on fines and fees reform, financial empowerment, an economic opportunity in order to build new partnerships, raise the visibility of NLC’s work, and stay abreast of the latest developments in the field.
   • Make presentations and lead group discussions in meetings and workshops at NLC’s major conferences, at project specific meetings, at partner meetings and conferences, and in local communities.
   • Contribute to the development of program proposals, outreach strategies, and long-term work plans under the direction of the EOFE Director.
4. Program Research and Analysis
   • Compile information on best practices and promising initiatives within cities to support the development of research, communications, and city engagement initiatives for programs focused on the racial wealth divide, financial empowerment, and fines and fees reform.
   • Analyze city-focused data sets and other research to develop tools and resources for city leaders, enhance NLC publications, and guide the strategic planning of the EOFE portfolio.
   • Conceptualize and serve as the primary author of reports, strategy guides, and briefs focused on fines and fees reform, financial empowerment and the racial wealth divide.  Prepare articles for blogs, newsletters, and other publications, and develop and update materials for inclusion on NLC’s website.
   • Identify and utilize relevant research and program information available through a variety of sources.  Contribute to efforts to build partnerships with source organizations when appropriate.
   • Maintain thorough, up-to-date knowledge of assigned programs.
5. Program Evaluation
   • Review program data and analyze the impact of ongoing programs.  Recommend changes that improve the effectiveness of programs to support member city needs.
6. Perform other duties and complete special projects as assigned.
