Position Summary
As part of the NPA policy team, works to achieve a regulatory and policy environment that supports PACE organizations’ financial sustainability, operational flexibility, quality and growth. Leads organization’s review, analysis and member support activities related to federal regulations.
Position Responsibilities

- Act as NPA’s primary resource for NPA staff, NPA members and external stakeholders on federal regulatory matters impacting PACE organizations
- Identify and review federal regulations directly and indirectly related to PACE, analyze the regulations for their impact on PACE, and provide comments to federal agencies to support appropriate regulation of PACE
- Provide technical assistance to PACE organizations and generate technical assistance guides and resources to support their compliance with federal regulatory requirements and processes
- Develop and strengthen NPA’s relationships with key federal agency staff and other health policy stakeholders to: 1) improve their understanding of PACE organizations’ operations and how they are impacted by regulations, 2) provide regulatory advice, and 3) seek guidance on regulatory issues.
- Ensure NPA’s members are informed of federal regulatory issues impacting PACE, and keep NPA’s staff, Board of Directors and Public Policy Committee up-to-date on federal regulatory activities
- Develop written analyses and strategic assessments for regulations and related governmental studies, reports, and academic research
- Collaborate with NPA’s Senior Director, Compliance to monitor and support PACE organizations’ compliance with applicable regulations as assessed through internal compliance and external audit systems and reviews
- Act as primary NPA staff person for the Public Policy Committee’s regulations subcommittee, working with the subcommittee chair and its members to develop and execute its annual workplan
- Analyze PACE and PACE-related legislation as required to ensure its consistency with PACE regulatory requirements
- Support development of federal administration’s pilots to expand access to PACE

Knowledge, Skills and Abilities
- Knowledge of federal regulatory process, federal agencies’ roles and organizational structure
- Knowledge and understanding of Medicare and Medicaid programs as they relate to PACE
- Regulatory analysis skills
- Written, verbal and presentation communication skills
- Interpersonal collaboration, information sharing and problem-solving skills
- Proficient in Microsoft Office computer applications and remote communications technology
- Flexibility and an interest in working on a diverse range of issues and activities
- Ability to work in a fast-paced environment with strong external factors shaping emerging priorities
- Ability to exercise initiative and develop creative solutions
- Ability to work independently, establishing timeframes and meeting deadlines
Requirements
Education
- Master’s degree in public policy, health care management or related field; or equivalent relevant experience
- Legal degree (JD) desirable, but not required
Experience
- 7 years’ experience planning regulatory policy actions and supports
- 5 years’ experience working with federal government agencies and policy makers
- 3 years’ experience working in government and regulatory affairs programs demonstrating teamwork, collaboration and open communication
- 2 years’ experience with association membership service and internal technical support
Working Conditions
Small, fast paced team office environment with moderate noise levels. Normal sitting and standing activities for an office environment. Use of phones and computers for extended periods of time. Utilize office equipment and communication technologies for conference calls and teleconference meetings/webinars.
